Ms. Rusagara is the Minister of State in Charge of Resource Mobilization and Public Investments. Previously, she was the CEO of the Agaciro Development Fund, Rwanda’s sovereign wealth fund. Before this role, she was at the Rwanda Development Board, where she managed the innovation portfolio, which included structuring and implementing a government-backed venture capital fund and developing Kigali Innovation City, a pan-African technology park in Rwanda. Additionally, she worked with Deloitte Consulting in San Francisco, advising U.S. financial services companies on digital transformation, growth strategy, and divestitures. She has also worked in the President of Rwanda’s Strategy and Policy Unit and in the Bank of Kigali, Rwanda’s largest bank. She has served on a number of boards, including the Rwanda Capital Markets Authority. She holds a Master of Business Administration from Stanford University (USA) and a Bachelor of Business Science in Finance from the University of Cape Town (South Africa).
