Carole Biau

Director, Global Market Development, Milken Institute

Carole Biau is a director for Global Market Development at the Milken Institute, where she works to inform financial and economic policy across developing and emerging markets. In 2016, Biau launched the IFC-Milken Institute Capital Markets Training Program, which is building the next generation of financial policy leaders across more than 60 countries. So far, over 220 scholars have attended the program and are now advancing economic growth and business opportunity in their home markets. From Fall 2024 onwards, the program will be hosted at Georgetown University’s McDonough School of Business in Washington, DC. Building on this program’s success, in 2022 Biau launched a sister training program in partnership with World Bank Treasury, hosted at Bayes Business School in London. The program works with public pension funds, sovereign wealth funds and central banks around the world to build excellence in public financial asset management and governance. 
Before joining the Milken Institute, Biau worked as an investment policy analyst and program manager at the Organization for Economic Co-operation and Development, with a focus on infrastructure regulation and investment policy in Africa and Asia. Born in France and raised in Kenya, Biau holds a BSc in economics from Warwick University in the United Kingdom and a master of international affairs degree from Columbia University’s School of International and Public Affairs in New York.
