Patrick Fleming is the Chief Investment Officer for the Wyoming State Treasurer’s Office. He manages the State’s 29 billion dollars in non-pension assets. Over the past nine years, the fund has grown from 19 to 29 billion while distributions supported one-third of the State’s budget. Previously, Mr. Fleming spent 40 years working in Tokyo, Hong Kong, London, and New York, specializing in domestic and global bond, equities, and commodities markets. Mr. Fleming is the former CEO of Barclay Investments, in NYC. He also taught corporate finance, investment management, and energy trading and hedging to MBA and undergraduate students at the University of Wyoming. Mr. Fleming holds a B.A. in Economics from Harvard University.
