Richard Jadulan

Chief Financial Services Officer, Central Bank of the Philippines

Richard is the Chief Financial Services Officer of the Financial Markets of the Central Bank of the Philippines/ Bangko Sentral ng Pilipinas (BSP). He has about 20 years’ experience in various aspects of financial asset management particularly for a central bank. Currently, he oversees the operations of the BSP’s investment activities including settlement, accounting and IT services for reserve management. Prior to his present role, Richard managed the liquidity, working capital and gold portfolios of the BSP’s foreign reserves where he implemented investment strategies in the FX, commodities and money markets, leading to the outperformance of his portfolios and positive financial results. He also previously joined the domestic team conducting FX trading activities, market surveillance and studies, as well as initiatives on regional central bank cooperation. He had the opportunity to represent the BSP in international engagements as resource on gold reserve management and capital market development. Richard holds a Master of Business Administration degree from the Dela Salle University and a Bachelor in Accountancy degree from the University of the Philippines. He is a Certified Public Accountant and a Certified Treasury Professional. He is currently completing the World Bank – Milken Institute Public Financial Asset Management (PFAM) Program in London, and is undertaking a work placement with Albourne Partners as part of the program.
