Mark currently serves as a local currency debt market development specialist for the Asian Development Bank, providing technical assistance to the Republic of the Philippines in developing an enabling market and regulatory environment for the issuance of municipal bonds, as well as in the digitalization of the government securities market to foster financial inclusion.
Previously, Mark was Officer-In-Charge of the Capital Markets Strategy and Planning Division of the Bureau of the Treasury of the Philippines, where he spearheaded the formulation and execution of the Republic’s funding and debt management strategies. He also handled the launch of key reforms in the Philippines’ local currency debt market, including the introduction of the Government Securities (GS) Repo Program, Primary Dealership System, and the transition to a more robust yield curve methodology. Mark played a crucial role in the introduction of novel funding structures to diversify the GS investor base, enhance retail investor access to GS, and promote financial literacy to Filipinos around the world.
Mark graduated with both master’s and undergraduate degrees in Applied Mathematics and Mathematical Finance from the Ateneo de Manila University. He is also the first Filipino alumnus of the IFC-Milken Institute Capital Markets Program at George Washington University (class of Fall 2019), where he undertook a graduate certificate in capital markets as well as a work placement with GoldenTree Asset Management.
