His Excellency Ibrahim Almubarak

Assistant Minister of Investment, Saudi Arabia

His Excellency Ibrahim Almubarak has been the Assistant Minister of Investment in Saudi Arabia since June 2023. He previously served as the Deputy Minister for Social Security at the Ministry of Human Resources and Social Development from 2019 to 2021, where he developed the national strategy for social benefits and income support, delivering policy reform recommendations for the social security law and other programs, which resulted in the passing of the new Social Security Law with a royal decree on the 17th of November 2020. Almubarak had a successful career in the private sector in Saudi Arabia and abroad, where he held various positions; Vice President of Alfozan Holding, Managing Director of Inma Steel Co. Ltd., Asia Pacific Business Development Manager for Schlumberger to name a few. In addition to his executive roles, he served on a number of boards, including Takween Advanced Industries, the Arab Paper Manufacturing Co. (WARAQ), the Family Affairs Council, and Alahsa Medical Services Company. Almubarak holds a Bachelor’s Degree of Science in Electrical Engineering from King Fahd University of Petroleum and Minerals (KFUPM) and a Master’s Degree of Science in Behavioral Science from London School of Economics and Political Science. Furthermore, Almubarak is an Eisenhower Fellow, a member of the Young Presidents Organization (YPO), and a certified Director by the GCC Board Directors Institute.
