Mark T. Kim is Chief Executive Officer of the Municipal Securities Rulemaking Board (MSRB).
Prior to his current role, Mark served as Chief Operating Officer from 2017-2020. He served on the MSRB’s Board of Directors from 2015-2017, where he was a member of the Finance and Steering Committees and chaired the Audit Committee. Before joining the MSRB, Mark was chief financial officer for the District of Columbia Water and Sewer Authority (DC Water). In this role, he was responsible for establishing DC Water’s award-winning green bond program, which included the first third-party certified green bond issued in the United States and the first 100-year green bond issued globally. He also issued the first environmental impact bond with a novel structure that linked the interest payment on the bond to the attainment of targeted environmental outcomes. This groundbreaking transaction has since been replicated in several cities across the country. Previously, he served as the Deputy Comptroller for the City of New York and worked as an investment banker at Goldman Sachs, UBS and Fidelity Capital Markets. Mark received a Ph.D. in public policy from Harvard University, a law degree from Cornell Law.
