Brett Theodos is a Senior Fellow and Director of the Community Economic Development Hub at the Urban Institute. Dr. Theodos is a leading researcher in mission finance, community/economic development, and small business outcomes. His work includes studies of the Economic Development Administration, Opportunity Zones, New Markets Tax Credits, the SBA and other small business loan and investment programs, the Community Development Block Grant and Section 108 program, and Choice Neighborhoods programs. He is studying how capital flows (or fails to flow) into communities, and the roles of the public sector, philanthropy, and nonprofits like CDFIs. He is investigating the effects of several large place-based initiatives. And he is supporting the development of emerging community wealthbuilding strategies for real estate including using cooperative ownership and community shareholder structures. Dr. Theodos serves on the boards of the Center for Community Progress, the Douglass Community Land Trust, and the Housing Authority of Prince George’s County.
