Victoria Cargill

Senior Director, Public Health

Victoria A. Cargill, MD, is a senior director on the Public Health team at the Milken Institute. Previously, Cargill was an assistant commissioner of health at the Baltimore City Health Department, overseeing the Ryan White program and Community Risk Reduction/Syringe Support Services. Prior to becoming an assistant commissioner, Cargill served as a senior policy official and program director for 20 years at the National Institutes of Health (NIH). She served as the director of Minority Research and Clinical Studies and acting director of HIV Therapeutics Research in the Office of AIDS Research. She also served as the acting chair of the FDA Antiviral Advisory Committee, including chairing the hearings of the first two US-approved HCV antivirals. Her last NIH position was as the associate director for Interdisciplinary Research at the Office of Research on Women’s Health. During her tenure, she grew the U3 program focused on stimulating research on understudied, underreported, and underrepresented women to over $3 million, funding a series of new and mid-career (mainly female) investigators.

Cargill has served as a co-investigator at the Case Western AIDS Clinical Trials Unit and is the creator of an AIDS education and prevention program that reached over 100,000 teens in five Ohio cities. The principal investigator of a HRSA-funded Ending the HIV Epidemic grant and the author of over 150 scientific articles, research presentations, book chapters, and popular press educational materials, she is a board-certified internist, holds a Master of Science in Clinical Epidemiology, and has been nationally recognized as one of America’s top doctors. Cargill continues to consider patients and communities her best teachers.
